Abstract

The world, at the beginning of the twenty first century, has been going through majortransformations that reflect at the intelligence activities, the availability of knowledge in theway and the speed in which they are made available and updated. The classic ways ofobtaining intelligence cannot cover the current availability of this knowledge at the requiredspeed to be effective. As an evolution of previously employed intelligence theory arises theopen source intelligence that makes use of the same techniques which allows thedissemination to make the collection, and complements the use of other tools. The use of thisnew process also answers to questions about the ethics of obtaining intelligence. Thismonograph aims to present the theoretical basis of “open source intelligence” as an evolutionof previous theory and its possible application within the Brazilian Navy. Thus, the workbegan describing the theory developed by Sherman Kent at the end of World War II and thepresentation of a fast intelligence evolution until the emergence of the open sourceintelligence at the end of the last century. Then it was analyzed the theory of Robert DavidSteele regarding open sources intelligence, when the development from the previously theorywas identified. At the end, based on the gained knowledge, some suggestions were presentedfor the open source intelligence to be employed by the Brazilian Navy at the strategic level.
