O problema sobre o qual este trabalho se debruça é a aparente incapacidade dos principais países receptores de embarcações para reciclagem em exigir ou implementar as condições impostas pelas convenções internacionais correspondentes ao tema, sendo eles os principais sujeitos da proteção pretendida pelas referidas normas. Assim, a pesquisa explora a hipótese de que a morosidade nos efeitos da regulação do mercado internacional de reciclagem de navios se deve a inadequação das medidas propostas à realidade econômica dos países em desenvolvimento que atuam como principais polos receptores. |
| Abstract: | This work aims to study the regulation of the international ship recycling trade, in order to investigate its effectiveness in view of the commercial dynamics established around the activity and the sovereignty of the countries involved in it. The issue investigated is concerned is the apparent inability of the main countries that receive vessels for recycling to demand or implement the conditions imposed by the international conventions corresponding to the theme, being the main subjects of the protection intended by the referred standards. Thus, the research explores the hypothesis that the delay in the effects of the regulation of the international ship recycling trade is due to the inadequacy of the measures proposed to the economic reality of developing countries that act as the main receiving poles. |
