| Description: | O Golfo da Guiné, parte integrante do entorno estratégico brasileiro (EEB), é foco de interesses nacionais, tanto do Brasil, como dos Estados Unidos da América (EUA). Essa convergência de interesses possibilita uma integração de esforços para que objetivos comuns sejam alcançados. Tendo em vista as características geográficas da região, argumenta-se que a Marinha do Brasil (MB), que já desenvolve atividades no Golfo da Guiné, é um relevante instrumento que pode contribuir para a consecução daqueles objetivos. Identifica-se que tais atividades da MB podem ser potencializadas caso passem a explorar em maior grau, observando os interesses brasileiros e sem qualquer subordinação aos norte-americanos, os recursos e a estrutura disponibilizados pelos EUA na região. Verifica-se também que não há um planejamento formal no nível do Ministério da Defesa e nem no âmbito interno da MB que oriente a ação, respectivamente, das Forças Armadas brasileiras e da própria MB, na região. O propósito do trabalho é, com base no estudo do relacionamento entre o Brasil e os EUA na área das políticas militares, analisar os interesses nacionais convergentes de ambos os Estados no Golfo da Guiné e propor diretrizes que contribuam para a confecção de um plano de ação que sistematize as atividades da MB e suas interações com a Marinha e com o Corpo de Fuzileiros Navais do EUA, naquela região, propiciando oportunidades para a Força Naval brasileira. O método empregado foi a revisão da literatura e da bibliografia específica sobre os principais conceitos da teoria das Relações Internacionais; a respeito da formação das identidades internacionais do Brasil e dos EUA; acerca da evolução histórica do relacionamento no campo militar entre ambos os Estados; e sobre as características geográficas, econômicas e securitárias do Golfo da Guiné, bem como no tocante aos interesses brasileiros e norte-americanos na região. Além disso, foram consultados documentos de alto nível da Defesa do Brasil e dos EUA, para contribuir na identificação de interesses nacionais convergentes dos Estados em análise. A conclusão encontrada é que o Brasil observou benefícios em sua relação com os EUA apenas quando houve convergência de interesses nacionais. Assim, a partir dos interesses convergentes de ambos os Estados observados no Golfo da Guiné, avalia-se que um engajamento da MB naquela região que seja permanente, sustentável, alinhado ao necessário esforço nacional de fazer-se presente no EEB e, principalmente, se realizado de forma mais integrada à Marinha e ao Corpo de Fuzileiros Navais do EUA, proporcionará benefícios relevantes para a MB, com reflexos positivos para o futuro da Força Naval brasileira |
| Abstract: | The Gulf of Guinea, an integral part of the Brazilian Strategic Environment (BSE), is the focus of national interests, both in Brazil and in the United States of America (USA). This convergence of interests allows an integration of efforts, so that common goals can be achieved. In relation to the geographic characteristics of the region under study, it is argued that the Brazilian Navy (BN), which already operates in the Gulf of Guinea, is a relevant instrument that can contribute to the achievement of those objectives. Such Brazilian Navy activities can be enhanced by the exploration, to a greater degree, of the resources and structure provided by the USA in the region, which preserves the Brazilian interests, without any subordination to the north Americans. It is also noted that there is no formal planning at the level of the Ministry of Defense or at the internal level of the Brazilian Navy that guides the action, respectively, of the Brazilian Armed Forces and of the BN itself in the region. Based on the study of the relationship between Brazil and the USA in the area of military policies, the purpose of this paper is to analyze the converging national interests of both States in the Gulf of Guinea and to propose guidelines that may contribute to the preparation of an action plan to systematize the Brazilian Navy activities and their interactions with the United States Navy and the United States Marine Corps in that region, providing opportunities for the Brazilian Naval Force. The method employed was a literature review and specific bibliography on: the main concepts of International Relations theory; the formation of the Brazilian and American international identities; the historical evolution of the relationship in the military field between both States; and on the geographic, economic and security characteristics of the Gulf of Guinea, as well as the Brazilian and American interests in the region. In addition, high-level documents from the Brazilian and US Defense were consulted in order to identify the converging national interests of the States under analysis. The conclusion found is that Brazil obtained benefits in its relationship with the USA only when there was a convergence of national interests. Thus, from the converging interests of both States observed in the Gulf of Guinea, it is estimated that a permanent and sustainable engagement of the Brazilian Navy in that region, aligned with the necessary national effort to be present in the Brazilian strategic environment, will provide relevant benefits for the Brazilian Navy, especially if it is carried out in a more integrated manner with the United States Navy and United States Marine Corps, which may have positive consequences for the future of the Brazilian Naval Force |
