A navegação de cabotagem no Brasil: situação atual e perspectivas : análise das instalações e meios da Marinha do Brasil visando identificar necessidades de adequações em virtude de possível aumento do transporte de cabotagem

Abstract

This research work aims to verify whether the current installed capacity of the Brazilian Navy related to maritime cabotage transport will meet future demands due to the growth trend of the activity in Brazil, or will it be necessary to change, invest or increase its facilities and available means. For this, the current situation inherent to cabotage navigation in Brazil was initially verified, under the angle of several aspects such as the type of goods transported, the movement in Brazilian ports, the laws that currently govern the activity, types of ships employed, performance of the Empresas Brasileiras de Navegação, analysis of cabotage protectionism versus liberalism and current laws. Cabotage transport is basically a multimodal activity, as it depends on a strong connection with other modes of transport and an efficient port infrastructure. Therefore, in continuation of the work, the investments foreseen in terms of expansion of important segments of the railway modal, such as the North-South Railroad, the West-East Integration Railroad, the Midwest Integration Railroad and the Ferrovia Ferrogrão, in addition to the planned investments in port infrastructure, and ways how cabotage transport may be impacted in terms of increased movement of cargo transported. Thirdly, an analysis is presented on the advantages and disadvantages of the new Bill that is being processed by the National Congress, called BR do Mar, and which impacts may occur on the activity. In the last step before the analysis, a survey was carried out on the current facilities and capabilities of the Brazilian Navy. In the analysis, a compilation of all the information raised in the research was carried out, where the opportunities for improvement suggested within the scope of the Brazilian Navy are presented, and management recommendations with other organizations related to the subject, and finally, the conclusion
