Estratégia de emprego da guerra cibernética em operações conjuntas e na defesa de estruturas críticas: desafios para estruturação do sistema militar de defesa cibernética

Abstract

This work has the general objective of presenting the main challenges to be overcome during the process of structuring the Military Cyber Defense System, as in particular with regard to actions for the cyber protection of national critical infrastructures of Defence interest in joint operations. For this, it is important to understand, from the perspective of the state, the concepts of information security, cybersecurity, cyber defense and cyber warfare. It is also necessary to identify the priority areas of critical infrastructures defined by the federal government, identify the main cyber attacks occurred in critical infrastructures and raise the normative levels at the political decision levels, strategic, operational and tactical, which guide the security of critical infrastructures in cyberspace. The political level is coordinated by the Presidency of the Republic and is intended for information security, cybersecurity and critical infrastructure security. The strategic level is related to cyber defense and is conducted by the Ministry of Defense, the Joint Staff of the Armed Forces and the Commands of the Armed Forces. The operational and tactical levels are related to cyber warfare and restricted within the Armed Forces. From the descriptive research and content analysis of official government regulations, there is a need to expand the use of cyber capabilities for the protection of critical infrastructures. This need aims to meet the new role of the Cyber Defense Command as a new joint operational command. Consequently, it is observed that aspects of financial and doctrinal order should be overcome in order to enable the implementation of suggestions for improvement of the Military Cyber Defense System.
